Since the 1990s the liberalization of municipal industries, the harmonization of markets and the investment programs of the German states have led to growth in the municipal sector and demonstrated interesting prospects for competition in Germany. High investment costs and the on-going financial crisis require regional and local public services (transport, energy, water, waste) to find innovative and alternative ways to finance their capital investments. The increase in demand, the introduction of innovative technologies and the government budget shortfalls (aggravated by the financial and euro crises) have led to demand for alternative and risk-adequate financing.
